The Freedom of Information Act 2000 came into force on 1 January 2005.
Under the Freedom of Information Act 2000, anybody may request information from a public authority which has functions in England, Wales and/or Northern Ireland.
A public authority includes a Government Department such as the Department of Health and an NHS body such as a Special Health Authority. The NIC is part of the NHS Institute for Innovation and Improvement, which is a Special Health Authority.
Although the Freedom of Information Act extends to Wales and Northern Ireland as well as England, the NHS Institute for Innovation and Improvement exercises its functions only within England.
